The file may be corrupted.
Please uninstall the program, make sure there are no files left in the installation folder, and then try installing it again.

Uninstalled. No folder left. Redownloaded (installer is binary same, no error here). Installed. The same problem.

If there are no problems with the installation, I think there is another problem specific to your PC.
The most likely thing is that the security software is interfering with the normal operation of the software. If you are using any security software, temporarily turn it off.

Also, I don't think it has anything to do with this issue, but support for 21H2 has already expired. Please update to the latest 22H2.
