I don't know bone.dll for 64-bit. All old plugins before Metasequoia 4 are for 32-bit only.

You must delete the bone.dll, install 32-bit Metasequoia, and put the bone.dll in the 'Plugins/Command' folder in 32-bit Metasequoia.
Otherwise, you should use a standard bone command in Metasequoia 4.
